Maginness: Report should be basis for prison reform

SDLP justice spokesperson Alban Maginness has welcomed the publication of Dame Anne Owers report into prison reform here.

The North Belfast MLA said we must move away from the security focused prison model and adopt a wholly rehabilitative approach.

He said: “I welcome this report and there is a need for its recommendations to be fully implemented to continue to drive through the rehabilitation of our prison service.

“The SDLP has continually called for a Patten-style reform of the Prison Service and this report offers a base to move from. The prison service needs a complete overhaul in order to transform the security culture and bring about a new system based on the principles of the reform and rehabilitation of offenders.

“I welcome the minister’s continued plans of reform. But we need action. We need to address both the amount of prison service staff and the community imbalance within that workforce.

“We need an informed and evidence based approach to fundamental prison reform. I hope that the report’s recommendations are fully implemented.”
