Mr McDevitt questioned Conor Murphy at a committee meeting in Stormont on Wednesday.
Speaking after the committee meeting, Mr McDevitt said: “The minister demonstrated a worrying lack of understanding of some of the detail on events that took place in his department that lead to the finalisation of the Independent Review Team’s report.
“The minister appears to be arguing that the end justifies the means, in that there were serious problems in his department over procurement processes and the minister believes he has taken swift action to rectify that, irrespective of what happened in between. However, questions still remain over how the processes occurred. There is no argument that there’s a serious crisis of confidence in Northern Ireland Water, however, I still believe there’s a cloud hanging over the integrity of the Independent Review process.
“I asked the minister to supply the committee with all drafts on the report received by the department because I believe there is a continued need to get to the bottom of what happened and when.”
