Durkan: Affordable Rent Scheme must be fair and driven by housing need

SDLP Opposition Communities Spokesperson Mark H Durkan MLA has welcomed the announcement of a new affordable rent programme.

However, he said important questions remain about how the homes will be allocated and whether the scheme is being targeted towards the areas and households experiencing the greatest housing need.

Following an update to the Assembly from the Communities Minister on the Affordable Rent Scheme, the MLA for Foyle said:

"Across the North there are more than 50,000 households currently on the social housing waiting list and homelessness has increased 120% over the last decade with DUP and Sinn Féin at the helm - so I welcome any efforts to increase the supply of affordable housing and provide greater security for tenants.

"This scheme will allow working households trapped between housing and the private rented sector an affordable alternative. While this announcement is welcome, it’s important the it delivers for those who need it most and further scrutiny is needed in terms of eligibility, the allocation and location of these homes.

"The Minister has confirmed that Derry will receive an additional 60 affordable rent homes as part of the first phase of expansion, which is a step in the right direction. However, little detail has been provided on how prospective tenants will actually be identified and selected. If the purpose of this scheme is to support those struggling most with housing costs then there must be confidence that homes are being directed towards households with the greatest need.

"I’ve also sought clarity on the metrics being used to determine the 20% rent reduction below market rates, ensuring these homes actually remain affordable. While this scheme may offer some relief to a limited cohort, we must see further protections for the wider private renter sector. There are thousands of private renters who won't be eligible for this scheme but who continue to be disadvantaged by escalating rental costs. We'll continue to fight for meaningful rent controls and stronger regulation of the private rented sector as a whole.

"The SDLP will press the Minister to ensure that delivery is based on housing need, that allocations are fair and transparent and that every pound of investment is being used as effectively as possible to tackle the housing emergency facing so many across our communities."
